About the Author
Umar Yakubu is a practitioner in national security, criminal justice, organized crime, and counter-corruption matters. As founder of the Center for Fiscal Transparency & Public Integrity, he pioneered a UNCAC civil society monitoring mechanism for global adoption. He contributed to assessing Nigeria’s UNCAC implementation at the UN General Assembly and developed the pioneer Transparency & Integrity Index for evaluating public institutions’ compliance with transparency and anti-corruption measures, implemented annually since 2021. The Center also produced Nigeria’s first parallel report on corruption in 2024. He has developed several technological tools for the security and criminal justice sectors. Holding a Ph.D. in Defence & Security Studies and various degrees/certificates, Umar has extensive training in crime reduction and has conducted capacity building for diverse stakeholders. He has served on national and international anti-corruption bodies and leads Intelligensys & Strategies Ltd and the Counter Fraud Center.
